I was born and raised in Arizona. Having graduated from High School in 1977, I left the Southwest and headed to Indiana where I attended Manchester College, a small liberal arts school. My father is a physician who I greatly admire, and it was my inside observations on his work, mental clarity and life ethic that lead me to pursue a degree in pre-med while in college. Following four years of college, I was accepted to Case Western Reserve University, School of Medicine. Four years of medical school were punctuated by other major events including my marriage to Shirley Burns and becoming a father.

My interest in Ophthalmology was established early in my education when I had the opportunity to do some bench research at the Cleveland VA and took several elective rotations on the eye service while in medical school. Four additional years of training took place at the Cleveland Clinic Foundation (internship) and University Hospitals of Cleveland where I received my specialty training in Ophthalmology. By the time my training in Ophthalmology was completed, we had grown to a family of five with three sons.

Our decision to relocate to Oregon was not difficult. I am an outdoorsman at heart, and living in rural Oregon provided the opportunity to work at what I enjoyed in an environment that I loved. Shirley's primary objective was to locate where our family would grow and thrive spiritually and physically. The south coast of Oregon fulfilled that requirement. I was very happy to join the Bay Eye Clinic directly out of my training. Already established, the clinic offered top notch management and staffing in a community that was in need of eye care. I have found working here on the south coast to be rewarding in the highest degree and especially satisfying due to the beauty and opportunities of our environment. Bay Area Hospital is a modern, well staffed and appointed hospital where I perform most of my ophthalmic surgeries. I also enjoy working at our Reedsport satellite clinic once a week and performing surgery once a month at the local Lower Umpqua Hospital. Professionally, I have been blessed with a busy practice and wonderful patients to work for. During my twenty five plus years of working in Oregon, I have served as the Chief of Surgery at Bay Area Hospital for two separate two-year terms, Chief of Staff at Bay Area Hospital, a member of the board of our local IPA (Doctors of the South Coast South, DOCS) and president of the local medical society. I am a member of the Oregon Medical Association, Oregon Academy of Ophthalmology and the American Academy of Ophthalmology. My practice interest is in general Ophthalmology and surgical interests are primarily cataract and eyelid surgeries. My practice is open to new patient in both North Bend and Reedsport clinics.


My wife and I are members of St. Monica Catholic church. We have four grown children and are proud grandparents. I continue to enjoy getting out for an annual fall elk hunt with my son and fish whenever the weather cooperates. Reading,archery, marksmanship, mushroom hunting, yard work and family compete for my time spent on non work related activities. Shirley is active in the local theater, Little Theater on the Bay. And yes, the KCBY news anchor is our daughter, who we are very proud of. We are happy to call the Oregon Bay Area our home.



Jane Gilbert, M.D. received her B.S. and M.D. from the University of Arizona in Tucson, graduating from her medical school in 1999. After an internship at Legacy Emanuel Hospital, she completed her ophthalmology residency at Casey Eye Institute, Oregon Health & Sciences University, Portland, Oregon in 2003.

She joined Bay Eye Clinic in August, 2003 to practice general ophthalmology. Dr. Gilbert offers a wide range of services in medical and surgical ophthalmology, including cataract, glaucoma, and oculoplastic surgeries, and has a particular interest in pediatric ophthalmology and strabismus. She sees patients in North Bend, Florence, and Bandon.
Dr. Gilbert and her husband, William Witharm, live in North Bend with their two daughters. Dr. Gilbert enjoys cycling, travelling, and woodworking.



Dr. Graham received her M.D. degree from University of California, Davis, in 1992. She completed her residency training in ophthalmology at the University of Washington, Seattle, in 1996 and fellowship training in Corneal and Refractive Surgery at the Dean McGee Eye Institute in Oklahoma in 1997.

Dr. Graham joined Bay Eye Clinic in 1997, expanding the scope of cornea related services available in Oregon's Bay Area. She practices comprehensive ophthalmology with emphasis on cataract surgery, medical corneal disease, and selective corneal surgery.

Dr. Graham is certified by the American Board of Ophthalmology. She received multiple honors and awards during her training including being elected to Phi Beta Kappa in college and Alpha Omega Alpha Honor Medical Society during medical school. She conducted laboratory research in lens proteins, corneal nerves, and intraocular infections, as well as clinical surgical outcomes. Her research resulted in multiple article publications. She has given numerous presentations on various topics in ophthalmology.

Dr. Graham is a member of American Academy of Ophthalmology, Cornea Society, Oregon Academy of Ophthalmology, American Society of Cataract and Refractive Surgeons, and Oregon Medical Association.


Dr. Graham and her husband Steven live in North Bend. They enjoy traveling, kayaking, reading, walking, and local arts and entertainment. They have one grown son who is a chef in Seattle. They look forward to being grandparents sometime in the future.



When I started Bay Eye Clinic and Bay Optical Lab in July 1970, my goal was to provide the highest quality, up-to-date medical, surgical and optical eye care to the citizens of the South Coast area where I was born and raised and where my wife and I wanted to raise our family.

Although I retired after 40 years, I feel honored to have had the opportunity to serve and work towards those goals and to see the clinic expand and grow to include such excellent eye physicians and great individuals as Drs. Arthur Steele (now retired), Jon Kintner, Dennis Ottemiller, Debra Graham and Jane Gilbert. The clinic and community are also fortunate to have excellent staffs under the guidance of Norma Wood and Gayla Mitchell.

The doctors and staff are continuing the tradition of striving to deliver the best modern eye care and subspecialty care through our visiting specialists from Casey Eye Institute and Northwest Retina. The service to provide local eye care in Florence, Reedsport, Coquille, Bandon, Port Orford, Gold Beach and Brookings has been and continues to be a gratifying effort.



Dr. Harr graduated with honors from Midwestern University School of Optometry in Glendale, Arizona. He was involved in the Student Government Association, was vice president of the private practice club, and volunteered with the LIONS club while in school. Dr Harr is currently a member of the American Optometric Association, and spent the last year working in a variety of settings gaining experience and fine-tuning clinical skills.

He will be joining Bay Eye Clinic, to see patients for routine eye care and medical exams starting in August 2020. He is experienced in, and enjoys working with, patients of all ages and welcomes all ages to his practice. He has training, experience, and a passion for working with specialty contacts and ocular disease.

Dr. Harr is moving to the Coos Bay area along with his wife, Kenzie, and two young daughters. They look forward to exploring the Southern Oregon Coast and making Coos Bay/North Bend their hometown.



Dr. Steele was born in Portland in 1944. He graduated from North Eugene High School, Oregon State University, and the University of Oregon Medical School. He spent 2 years in the Indian Health Service in Santa Fe, New Mexico during the Vietnam War. He completed his ophthalmology residency at Oregon in 1975, joining Dr. Flaxel in practice in North Bend.

The practice was blessed with success and growth, so the Bay Eye Clinic was founded at its present location in 1979. Over the years, the practice has matured into the center for medical and surgical eye care on the South Coast, with 4 outstanding physicians. It has been very gratifying to see the evolution of the clinic over the last 30 years.
Dr. Steele and his wife, Lynne, retired in 2005 and moved to Portland. He has 2 children and 7 grandchildren in the Portland area. He is an avid cyclist, keeps busy with a Christmas tree farm, and works part time for the VA in Portland. His 30 years of practice in the Bay Area will always be among his fondest memories.



Dennis E. Ottemiller, M.D. received his B.A. from Bucknell University in Lewisburg, Pennsylvania. He graduated in 1987 from the University of Alabama School of Medicine in Birmingham, Alabama. After an internship at Baptist Medical Centers, he was an emergency medicine physician at Cullman Medical Center in Alabama. He completed a three year ophthalmology residency at the University of Alabama. He joined Bay Eye Clinic in 1992.

Dr. Ottemiller and his wife Susan, a registered oncology nurse, have two children. They enjoy running, biking, camping, snow sports, and other family-oriented activities.

About the Clinic Staff

We are very proud of our staff at Bay Eye Clinic, many of whom have been with us for over 20 years. From the receptionists to the ophthalmic technicians to the billing department, they are committed to providing you with excellent service.


Our receptionist staff will assist you from start to finish. When you call to make your appointment Jennifer will help you schedule your appointment. Lori and Tonda will check you in for your appointment and Bryan will be at the checkout desk when you leave. Todd is working hard to digitize all of our paper records and will help you find the information you need.


Our technicians are led by Diana Stern, Certified Ophthalmic Assistant (COA). Diana has been at Bay Eye Clinic for over 19 years. Ted, Melissa, Rachel, Taylor, and Michelle are Certified Ophthalmic Assistants. And Ellan, Jenna, Becca, and Courtney are Ophthalmic Assistants.


Robyn is our main contact lens technician. Jeremy is also a Certified Contact Lens Technician. They are both trained to fit all types of contact lenses including those needed for medical reasons.


Jeremy and Leah bring assistance to multiple departments within the clinic. IT, website, and social media services are overseen by Jeremy. Leah assists in administrative duties, although you may catch a glimpse of her at the front desk.


Our surgery counselor, Serena, will schedule your surgery and answer questions you have regarding your surgery. Serena will schedule surgeries to be performed at Bay Area Hospital, Peace Harbor Hospital and Bay Eye Clinic.


Tina, Shirley, Sheila, and Summer are in our billing department. They may contact you before your appointment in order to streamline your check-in process. If you call our billing office or come in with billing questions, you'll most likely talk with Summer, Tina, or Shirley.


 Bay Eye Clinic is managed by Mary Houghton, Certified Ophthalmic Assistant and Certified Ophthalmic Surgical Assistant, who joined the clinic in 1992.
